Child Participation Assesment Tool

The Child Participation Assessment Tool is a structured framework developed by the Council of Europe to measure progress in implementing children’s right to participate in decision‑making. It uses 10 indicators covering legal protections, awareness‑raising, and creating meaningful spaces for participation. It helps institutions assess their baseline, identify gaps, and track progress over time.

Speaking Minds

SC NETHERLANDS - Speaking Minds is a youth participation methodology developed by Save the Children in 2016 to meaningfully involve practically educated young people in local and regional decision‑making. It provides a structured process where youth explore a policy question, develop recommendations, and present them directly to authorities, who commit to implementing and reporting back on the outcomes.

Share a methodology

The Competence Center is a shared space for learning and exchange. If you have developed a methodology, tool, or approach that supports inclusive child participation, we would love to hear from you. We intend to add more methodologies during the course of the project.
Whether your methodology is used at local, national, or European level, getting in touch helps us explore how it could be shared with others working to strengthen children’s participation across Europe.
